Learned counsel for the petitioner says that he restricts this writ petition only to prayers (b) and (j).

In the first instance, issue notice only to Respondent No.1 (Union of India, through its Secretary, Department of Food and Public Distribution) and Respondent No.3 (Ministry of Women and Child Development) returnable on 6th November, 2015.

Learned counsel for the petitioner says that insofar as the other prayers are concerned, he will approach the appropriate High Courts, if so advised. The writ petition is disposed of as regards the other prayers.
