This petition is directed against order dated 6.11.2012 passed by the Division Bench of the Punjab and Haryana High Court in Writ Petition No.2206 of 2009. After arguing the case for some time and realising that the Court is not inclined to entertain his challenge to the impugned order, learned counsel made a request that he may be permitted to withdraw the special leave petition. The request of the learned counsel is accepted and the special leave petition is dismissed as withdrawn.
