The matters above mentioned were listed before the Hon'ble Court on 04th August, 2015, when the Court was pleased to pass the following Order: (Copy enclosed)

It is submitted that in view of para 3 at page No. 8 of this Court's order dated 04.08.2015 Ministry of Human Resource Development Govt. of India has been impleaded as party respondent (Cause title has been amended accordingly in the SLP paperbooks)

It is further submitted that notice was issued to newly proposed impleaded party respondent and for non completion of service on the said respondent the matter was listed before the Ld. Registrar Court on various dates and was lastly listed on 21.1.2016 when he was pleased to pass the following order:

"SLP(C) No.1980719808/2012

Ld.counsel for the appearing respondents have failed to file the counter affidavit within the period stipulated under the rules.

Service is complete. Viewed thus, the matter shall be processed for listing before the Hon'ble Court as per rules. SLP(C) No. 14686/2014

The respondent No.3 has already filed the counter affidavit. The respondent No.2 has failed to file the counter affidavit within the period stipulated under the rules. Service of notice is complete on the respondent No.4, but no one has entered appearance on his behalf. Await the return of the service of notice already issued to the respondent Nos.1 & 5.

2 List the matter again on 02.03.2016."

It is submitted that Mr. Rajkumar Mehta, Advocate has filed Vakalatnama/Appearance on behalf of Respondent No. 5 and also has on 2.5.2016 filed counteraffidavit (in SLP (C) No. 14686 of 2014). (Copy of the same is being circulated herewith for the kind perusal of the Hon'ble court)

It is further submitted that service on MHRD is complete by proof of service filed upon Mr. B.V. Balram Das, Advocate appearing for Union of India but the Counsel has not filed the Vakalatnama/Appearance so far hence no counteraffidavit.

It is further submitted that at para No. 2 at page No. 9 of this Court's order dated 04.08.2015 Counsel for the parties have not filed the written submissions so far.

The service of notice is complete in all matters except Respondent No. 1 in SLP (C) No. 14686 of 2014.

The matters above mentioned are listed before the Hon'ble Court with this Office report.
