The Writ Petition above-mentioned was listed before the learned Registrar's Court on 12.10.2015 with Office Report dated 10.10.2015, when she was pleased to pass the following Order:-

"Service on respondent nos. 14 to 16, 18, 24-25 and 28-29 is still awaited. Though Secretry In-charge, Uttrakhand Administration has sent a letter dated 22.09.2015 stating that advocate has been appointed on behalf of the State i.e. respondent no. 28, but no one has filed vakalatnama. In view thereof, service in respect of respondent no. 28 stands complete.

Counter affidavit on behalf of Respondent nos. 4, 9, 12, 19, 20, 21, 27, 30, 32, and 33 is already on record.

Service in respect of respodent nos. 1, 5, 8, 17, 35 and 36 is complete. However, no one has entered appearance on their behalf.

Remaining appearing respondents have not filed counter affidavit/vakalatnama despite last opportunity being granted. Therefore, further opportunity is declined.

List on 23.11.2015."

Pursuant to above Order, it is submitted that despite being further opportunity to file Counter Affidavit/Vakalatnama has been declined, Sh. Ranjan Mukherjee, Advocate has on 16.10.2015 filed affidavit on behalf of State of Meghalaya (Respondent No.22) with the permission of the Hon'ble Court, but copy of the same has not been served upon Advocate for the Petitioner.

It is further submitted that Mr. K Enatoli Sema, Advocate has on 28.10.2015 filed Vakalatanama/appearance on behalf of State of Nagaland (Respondent No.17).

It is submitted that Mr. Tapesh K. Singh, Advocate has on 19.11.2015 filed Vakalatanama/appearance on behalf of State of Jharkhand i.e. R-29.

It is submitted that neither A.D. Card nor unserved envelope has been received back in respect of Respondent nos. 14 to 16, 18, 24-25 and 28 so far. Hence, service upon respondent nos. 14 to 16, 18, 24-25 and 28 is still incomplete.

The Writ Petition above-mentioned is listed before the Ld. Registrar's Court with this Office Report for orders.
