UPON hearing the counsel the Court made the following O R D E R

Service of notice on respondent No.1 is complete, however, the respondent has refused to receive the notice.

Service, in the given circumstances, stands complete. None is present as on date.

Counter affidavit of respondent Nos.3, 4, 6, 7, 11, 21, 22, 23 and 32 is awaited. Be filed within four weeks' time, as last opportunity. However, counter affidavit of respondent Nos.9, 27, 30 and 33 has already come on record.

With respect to the remaining respondents, i.e., respondent Nos.2, 5, 8, 10, 12 to 20, 24 to 26, 28, 29, 31 and 34 to 36, petitioner still to take fresh steps to effect service.
