The matters above-mentioned were listed before the Hon'ble Court on 11.07.2016, when the Court was pleased to pass the following Order:-

"Issue notice returnable in four weeks. Dasti service be also effected on the standing counsel."

SLP (C) No. 15482 of 2016:-

It is submitted that as directed above show cause notice was issued on 29.07.2016 to all the five respondents by registered A.D. Post. Mrs. Tatini Basu, Advocate has filed Vakalatnama on behalf of Respondent Nos. 4 and 5 but he has not filed counter affidavit so far. Counsel for the petitioner has on 26.08.2016 filed affidavit of service duly served on standing counsel for the State of Manipur.

Service is complete.

SLP (C) No. 15589 of 2016:-

It is submitted that as directed above show cause notice could not be issued as application for deletion of Respondent Nos. 6 to 1428 was listed before the Hon'ble Judge-in-Chambers on 23.08.2016, when His Lordship was pleased to pass the following order:-

Learned counsel for the petitioners states that he does not want to press application for deletion of the names of respondent Nos.6 to 1428.

The application for deletion of the name of respondent Nos.6 to 1428 is accordingly dismissed as not pressed.

Let steps be taken to serve the aforesaid respondents.

It is submitted that counsel for the petitioner has on filed an application for substituted service of Respondent Nos. 6 to 1428 by way of publication in newspapers viz. 'Peoples Chronicle' (English-Manipuri Edition) and Regional Language 'Hueiyan Lampad' (manipuri Edition) (registered as I.A. No. 4) is being circulated herewith.

SLP (C) No. 18128 of 2016:-

It is submitted that as directed above show cause notice to all the three respondents was issued on 29.07.2016 by speed Post. As per postal tracking report service of notice is not available. Counsel for the petitioner has on 26.08.2016 filed affidavit of service duly served on standing counsel for the State of Manipur.

Service is not complete on Respondent No. 3.

SLP (C) Nos. 18133 and 18136 of 2016:-

It is submitted that there are 1429 respondents in both the matter. Counsel for the petitioner has filed only 5 sets of SLP copies for issue of notice. It is however submitted that counsel for the petitioner has filed application for deletion of names of Respondent nos. 6 to 1428 (Common respondents) from the array of parties in both SLPs (registered as I.A. no. 3) and matter were updated for listing before the Hon'ble Judge-in-chambers for Orders Hence, show cause notice could not be issued.

It is further submitted that counsel for the petitioner has now on 24.08.2016 filed separate application for substituted service through publication to be served on Respondent Nos. 6 to 1428 in both the matters and he has on 26.08.2016 given a letter stating not to press Interlocutory application for deletion of Respondent Nos. 6 to 1428 (copy of letter dated 26.08.2016 enclosed). Application for substituted service by way of

publication in newspapers viz. 'Peoples Chronicle' (English-Manipuri Edition) and Regional Language 'Hueiyan Lampad' (manipuri Edition) is being circulated unregistered.

The matters alongwith application above-mentioned are listed before the Hon'ble Court with this Office Report.
