We do not find any grounds to interfere with the impugned agment and order passed by the High Court in exercise of jurisdiction under Article 136 of the Constitution of India.

The special leave petition is, accordingly, dismissed having regard to the peculiar facts and circumstances of this case. It is made clear that the questions of law are kept open.
