UPON hearing the counsel the Court made the following O R D E R
Learned Additional Solicitor General seeks time to give the latest status report in the matter of installation and functioning of CCTV cameras in Courts and Tribunals in the light of earlier orders of this Court. It is stated that technical specifications have been placed on the website of the Ministry of Law and Justice in terms of the earlier order of the Court.
Since there is no response available about the availability of terminals of the CCTV cameras with the High Courts, pending such response, we direct that a dedicated Cell may be constituted in the High Courts where footage of CCTV cameras from all subordinate Courts and all Tribunals in the territorial jurisdiction of the High Courts may be viewed from time to time and observations to the extent relevant are compiled. If possible, such observations may be published by way of a report once in six months on the website of the High Court. Let this aspect be considered by all the High Courts.

The Ministry of Law & Justice may compile further information about the compliance of the above direction and the earlier directions and place the same before the Court on the next date of hearing. Response may also be given with regard to Para-11 in the Order dated 13.02.2018.
We may also observe that CCTV cameras need to be so installed so as to capture the court proceedings so that oversight mechanism can be effective.
List in the last week of July, 2018 for consideration.
Affidavit of the Union of India may be filed on or before July 10, 2018.
