UPON hearing counsel the Court made the following O R D E R

On behalf of respondent No.1 - Union of India, the learned Advocate, Mr. Asit Tiwari, appearing on behalf of Mr.D.S. Mahra, Advocate-on-Record has accepted notice and undertaken to file vakalatnama and counter affidavit by the next date. Complete set of the pleadings be served on the learned counsel in a week's time. Necessary proof be filed on record. Thereafter counter affidavit be filed within four weeks.

Service report in respect of respondent Nos.2, 3, 5, 6, 20, 27 and 36 is awaited.

On behalf of respondent No.13 - State of Jammu and Kashmir, the learned Advocate, Mr.G.M. Kawoosa, appearing on behalf of Mr. Ashok Mathur, Advocate-on-Record has accepted notice and undertaken to file vakalatnama and counter affidavit by the next date. Complete set of the pleadings be served on the learned counsel in a week's time. Necessary proof be filed on record. Thereafter counter affidavit be filed within four weeks.

It is pertinent to note that so far as the duly represented respondents - States are concerned, four weeks' time was granted for filing counter affidavit subject to service of the complete set of the pleadings and a grievance

In the interest of justice, four weeks' time is granted, as a final chance, for filing counter affidavit subject to the service of the complete set of the pleadings on the learned counsel and for filing the necessary proof on record.
