It is submitted that Counsel for the appellant has on 21.03.2017 filed fresh particulars in respect of respondent Nos. 11 and Respondent No. 34. A letter dated 30.03.2017 has been issued to the Tribunal with the details of the fresh address of respondent Nos. 11 and 34 and certificate of Service in respect of these respondents are awaited. Ms. Hemantika Wahi , Advocate has on 23.03.2017 filed vakalatnama on behalf of respondent No. 1 but has not filed counter affidavit. Service is incomplete on respondent Nos. 11 and 34.
It is further submitted that certificate of service in respect of respondent Nos. 8 and 79 has been received from the Tribunal but no one has entered appearance on its behalf. Letter dated 30.03.2017 has been received from the tribunal stating that notice in respect of respondent No. 28 has been returned with remakrs" Refused" . Service may be deemed complete on respondent No. 28.
