There is no satisfactory explanation for delay of 1346 days in refiling the special leave petition but the learned counsel for the petitioners seeks to take the burden on himself.
In the given facts of the case and for the reasons that the delay is in refiling, the delay is condoned subject to cost of Rs.10,000/- to be deposited with the Supreme Court Bar Association Lawyers' Welfare Fund within two weeks.
