UPON hearing the counsel the Court made the following O R D E R
By our order dated 04.09.2014, we had taken into consideration the guidelines which were issued by the Central Government titled "Scheme of Shelters for Urban Homeless".
In the said order, we had also directed the Chief Secretary or Administrator of every State/Union Territory to file an affidavit before this Court about the requisite measures undertaken by them regarding the implementation of the aforementioned Scheme.
Pursuant to the said directions, some of the States have filed their affidavits before us.
In our opinion, this Court need not go through and peruse these affidavits filed by the States/Union Territories and it would be desirable that a responsible person in the Ministry of Housing and Urban Poverty Alleviation shall call the Chief Secretary or Administrator of every State/Union Territory within ten days' time from today and find out what are the necessary steps that they have been undertaken in implementation of the Scheme of Shelters for Urban Homeless.
After obtaining the appropriate information, he shall file an affidavit before this Court within three weeks' time from today.
In the meanwhile, we also direct the responsible person in the Ministry of Housing and Urban Poverty Alleviation to find out ways and means to provide temporary shelters to all the shelter-less and homeless people in different States/Union Territories.
Post these matters on 4th December, 2014.
