Delay condoned.

Issue notice.

Mr. Ambhoj Kumar Sinha, learned counsel for the respondent accepts notice.

There cannot be stay of the impugned order as the impugned order has already been implemented under the pain of contempt.

Counter Affidavit, if any, be filed within three weeks.

Rejoinder Affidavit be filed within two weeks thereafter.

We would however like to lay down the legal principle in this matter and that is why we want to set down the matter for final disposal.

List the matter on 24-09-2019 for disposal.

List all the connected matters numbers of which will be given by the learned counsel for the State Government to the Registry so that the matters can be taken up.
