The matter above mentioned was listed before the Court of Ld. Registrar on 20.07.2015, when the Court was pleased to pass the following Order:-

"Service of respondent Nos.8, 10, 16, 17, 20, 23, 24, 26 and 27 is complete but none has entered appearance.

Counter affidavit by respondent Nos.1, 2 and 13 has not been filed, despite the specific directions in this respect by the Hon'ble Court.

For the remaining unserved respondent Nos.3 to 7, 9, 11, 12, 14, 15, 18, 19, 21, 22, 25 and 28 to 31, the Ld. Counsel for the petitioner to take fresh steps to effect service. At this stage, the Ld. Advocate, Mr. Rajesh Kumar, appearing on behalf of Mr.E.C. Agrawala, Advocate-on-Record has appeared for respondent Nos.3 to 18 and mentioned that vakalatnama will be filed during the course of the day. Counter affidavit be filed within four weeks' time.

List again on 22.9.2015."

It is submitted that as directed above, counsel appearing for respondent Nos. 1-2 and 3 to 18 has not filed counter affidavit so far. Fresh show cause notice to respondent Nos. 21, 22, 25 and 28 to 31 was issued on 06.08.2015 by regd. A.D. Unserved cover has been received from respondent No. 22 with postal remarks "No such person." Neither A.D. card nor unserved cover has been received from respondent Nos. 21, 25 and 28 to 31 so far. No one has entered appearance on behalf of respondent Nos. 23, 24, 26 and 27 though served with notice.

Service is not complete in respect of respondent Nos. 21, 25 and 28 to 31.
