"Respondent Nos.1, 2 and 3 to 18 have not filed the counter affidavit. The time as was directed by the Hon'ble Court for the purpose has already expired. Further opportunity for all these respondents to file the counter affidavit is, therefore, declined.

Service upon respondent Nos.20, 23, 24, 26 and 27 is complete but none has entered appearance.

Petitioner still to take fresh steps to effect service upon respondent Nos.19, 21, 22, 25 and 28 to 31. Fresh address for respondent Nos.19 and 22 has also to be furnished. The Ld. Counsel has requested for serving these respondents by dasti notice. Notice be accordingly issued. Proof of service be filed within 28 days of the service.

List again on 19.11.2015."

It is submitted that as directed above, show cause notice to all the 31 respondents was issued on 09.05.2015 by regd. A.D. Ms. Sushma Suri, Mr. E. C. Agrawala and Ms. Vernika Tomar, Advocates have filed caveat/vakalatnama/appearance on behalf of respondent Nos. 1 to 2, 3 to 18 and 19 to 25 and 28 to 31. No one has entered appearance on behalf of respondent Nos. 26 and 27 though served with notice.

Service is complete.
