The coastal States except the State of Kerala, Orissa and West Bengal have filed their counter affidavits in terms of our previous order. Counsel for the State of Kerala, however, does not propose to file any counter affidavit as the question raised in this appeal is one pure question of law and that she would like to make her submissions without a counter affidavit. No one appears on behalf of State of Andhra Pradesh, Orissa and West Bengal.
Mr. Parasaran proposes to file a rejoinder affidavit to counter affidavits filed by the respondents and the coastal States. He may do so within four weeks.
