UPON hearing the counsel the Court made the following O R D E R
We have perused the report submitted by the Secretary General of the Supreme Court dated 27th March, 2018. We have also heard Shri Sidharth Luthra, learned Senior Counsel appearing for the applicant – Supreme Court of India through the Secretary General and Ms.
Indira Jaising, learned Senior Counsel appearing for the writ petitioner – non-applicant – respondent.
Having considered the matter and upon hearing the learned counsels for the parties we are of the view that, for the present, the Revised Norms/Guidelines for the Creche in the Supreme Court circulated enclosed to the aforesaid report at Annexure A and the draft Circular proposed to be issued (Annexure-B) as well as the draft Application Form for Registration should be approved. We order accordingly.
The Registry of the Supreme Court shall take necessary action to ensure that the Creche becomes operational on and from 1st of May 2018. The Registry may also explore the possibility of outsourcing the facility through the Ministry of Woman and Child Development and during the interregnum make alternative/temporary arrangements, as suggested.
We make it clear that the norms governing the Creche including the question of charges would be reconsidered once the Creche becomes operational and in the light of the experience to be gained.
List the matter on 10th July, 2018.
