Fresh steps for the service of notice by usual mode to the respondent Nos. 3-9,11,12,14,15, 18 and 19 shall be taken by the learned counsel for the petitioner within a period of four weeks. Dasti in addition is permitted to be served. The office report states that the Respondent Nos. 1 and 2 have already filed the counter affidavit. Service of notice is complete on the respondent Nos. 10,16 and 20 but no one has entered appearance on their behalf. Respondent Nos. 21 and 22 shall be at liberty to file the counter affidavit within a period of four weeks. The office report states that the learned counsel for the petitioner has filed an application for substitution to bring on

record the Lrs. Of the deceased respondent Nos. 13 and 17. The said application shall be processed for listing before the Hon'ble Judge in Chambers for further future directions. Await orders. List thereafter.
