Respondent No.1 has been served. It is submitted that Mr.T.Momo Singh has been instructed to appear on behalf of respondent No.1. Granted four weeks time for filing vakalatnama and counter affidavit. Respondent No.2 has refused to accept dasti. I am not inclined to treat it as proper service. Ld.counsel for the petitioner is directed to take fresh steps against respondent No.2.

Ld.counsel for respondent No.1 submits that the copy of the pleadings has not been served on him. Petitioner is directed to serve copy of the pleadings within two weeks and file proof. The above respondent shall file counter affidavit within four weeks thereafter.
