UPON hearing the counsel the Court made the following O R D E R

I.As.No.9 and 10/2016 in Suo Motu Writ Petition (C) No.2 of 2015 and I.A. No.4, 6, 7, 8 and 9 of 2016 in Writ Petition (C) No.118 of 2016 seek addition of the applicants as party respondents. Although some of the applicants have not specifically prayed for addition as party respondents in the connected matters, learned counsel for the applicants submit that their prayer may be allowed not only in the writ petition where the application for impleadment has been filed but even in the connected writ petitions. Keeping in view the nature of the controversy and the importance of the issues that fall for determination we see no reason to decline the prayer for impleadment. We accordingly allow all the applications for impleadment and direct that all the applicants shall stand added as party respondents to the Suo Motu Writ Petition (C) No.2 of 2015 and with connected matters. Learned counsel for the writ petitioners shall file amended cause titles within one week. Learned counsel for the respondents in the writ petitions as also the newly added respondents shall file their counter affidavits within six weeks.

Ms. Madhavi Divan, learned counsel for the Union of India may also file a counter affidavit on behalf of Union within the same period.

Rejoinder affidavit, if any, shall be filed by the writ petitioner within two weeks thereafter.

List on 06.09.2016.

Learned counsel for the parties may formulate the legal propositions that fall for determination by the next date of hearing to facilitate a focused discussion on the same.
