UPON hearing counsel the Court made the following O R D E R

Permission to file special leave petitions are granted.

Though the petitioners in both the cases may have something to say on merits, we are not inclined to interfere with the impugned order since it is only an interim order vide which the High Court has refused to grant any interim relief. More so, we find that the matter is listed on 5th March, 2014. We, thus, dispose of these special leave petitions requesting the High Court to hear the matter finally on 5th March, 2014.

Though the High Court has itself mentioned that none of the observations contained in the impugned order would affect the final adjudication, we again make it clear that the High Court shall hear the parties and decide the issue involved in these cases on its own merits. In the meantime, any decision taken by the Government or any other steps taken by or on behalf of the respondents, shall be subject to the final decision.

The special leave petitions are disposed of accordingly.
