It is submitted by Ms. Pinky Anand, learned ASG that the High Court has erroneously interpreted that the fire fighting training is 'directory' though the language of the notification stipulates that it is 'mandatory/essential' and not desirable. "Promotions:

(I) 60% promotion from Senior Security Assistant with six years regular service in the grade failing which Senior Security Assistant with eight years combined service as Senior Security Assistant and Security Assistant Grade 'C' with minimum two years regular service as Senior Security Assistant and who have successfully completed the prescribed training course on security and fire fighting."

Issue notice on the special leave petition as well as on the prayer for interim relief returnable within six weeks.
