UPON hearing the counsel the Court made the following O R D E R

As the issues raised in these matters are overlapping with the questions to be considered by the Larger Bench in Civil Appeal Nos. 4056-4064 of 1999, titled as Mineral Area Development Authority & Ors. Vs. Steel Authority of India and Ors., we deem it appropriate to defer the hearing of these matters until the pronouncement of judgment by the Larger Bench in the aforesaid case.

As regards the interim protection, the arrangement as directed by the High Court on the basis of statement made by the counsel for the State pending Writ Petition(s) as noted in paragraph 69 of the impugned judgment, shall continue during the pendency of these matters.

In case, the statutory authority decides to proceed against the petitioner(s) in reference to the old demand raised prior to 06.04.2016 notification, it will be open to the concerned petitioner(s) to approach this Court for appropriate relief. That prayer can be considered on its own merits.
