The matter SLP (C) No.7964 of 2016 above-mentioned was listed before the Hon'ble Court on 14th March, 2016, when the Hon'ble Court was pleased to pass the following order :

"Delay condoned. Issue notice returnable within six weeks."

Subsequently, the matters above-mentioned were listed before the Registrar's Court on 07th November, 2016 , when the inter-alia following order was passed :

" SLP(C) No.7964/2016

Ld.counsel for the petitioner has failed to take fresh steps in the respect of the respondent Nos.3-5 despite opportunities given.

Therefore, the matter shall be processed for listing before the Hon'ble Judge in Chambers for further directions.

Await orders and list thereafter.

SLP(C) Nos. 18809, 18810,18811, 18812 & 18808/2016

The respondent No.1 (common in SLP(C) No.7964/16) has not filed vakalatnama and counter affidavit in this matter. Though respondent No.1 in SLP(C) No.7964/2016 has already filed the vakalatnama and counter affidavit. Hence, service is deemed complete. Viewed thus, the matter shall be processed for listing before the Hon'ble Court as per rules. In the meantime, respondent No.1 may file vakalatnama and counter affidavit, if he intends to do so."

Lastly, the matters above-mentioned was listed before the Hon'ble Court alongwith others connected matters on 2 nd December, 2016, when the Hon'ble Court was pleased to pass the following order :-

"List the matters in January, 2017."

SLP(C) No. 7964 of 2016

It is submitted that Counsel for the Petitioner has not taken fresh steps in respect of Respondent Nos. 3 to 5 so far. Therefore, fresh show cause notice & dasti could not be issued to Respondent Nos. 3 to 5.

It is further submitted that there are 5 Respondents in the matter. Mr. G.S Makkar, Advocate has filed vakalatnama/appearance on behalf of Respondent No. 1 and also filed counter affidavit and already included in SLP paper books. Signed AD card received from Respondent No. 2 but no one has entered appearance on his behalf so far.

It is also further submitted that Mr. O. P. Bhadani, Advocate has on 30th November, 2016 filed an application for intervention and the same is registered as I.A. No. 2 of 2016 and already included in SLP paper-books.

Service is not complete on Respondent Nos. 3 to 5.

SLP(C) 18808, 18809, 18810, 18811 AND 18812 of 2016

The matters above-mentioned were listed before the Hon'ble Court on 4 th July, 2016, when the Hon'ble Court was pleased to pass the following order:

"Delay condoned.

Issue notice to the respondent No.1 only returnable within eight weeks. No notice need be issued to the other respondents.

Tag with SLP (C) No.7964 of 2016."

Accordingly, Show Cause Notice was issued to Respondent No. 1 (Union of India) on 29th July, 2016 in all matters above-mentioned. A period of more than thirty days elapsed from the date of issue of notice by registered post but neither AD card nor unserved registered cover has been received back from Respondent No. 1 so far. However, Mr. G.S Makkar, Advocate has entered appearance on behalf of Respondent No. 1 (Union of India) in SLP(C) No. 7964 of 2016 but has not filed separate vakalatnama/appearance in the matters above-mentioned so far.

Service is complete on Respondent No.1 as Registrar's Order dated 7 th November, 2016.

The aforesaid matters are listed before the Hon'ble Court with this office report.
