2. We do not appreciate that an affidavit be filed in this Court by an officer below the rank

of the Addl. Secretary in the Government of India.

3. Without commenting on the contents of the said affidavit, the Union of India is directed

to arrange a fresh affidavit to be filed by the officer of the rank of Addl. Secretary with a current

update after two months.
