UPON hearing counsel the Court made the following O R D E R
Shri Harish Salve, learned senior counsel appearing for the petitioner handed over written note along with a print of the message given by the President of the Constituent Assembly on 15.08.1947.
The learned Solicitor General also made available short note on behalf of the Union of India.
After going through the short note made available by the learned Solicitor General, Shri Salve submitted that he will handover supplementary note within two days.
During the course of hearing, Shri Salve handed over a printed sheet containing programmes sent by one Shri Narender Kumar Sharma, Additional District and Sessions Judge, Special Judge (PC Act) -02, Tis Hazari Courts, Delhi to Additional Director General of Police(Security), Punjab demanding that the latter should make security arrangements with Pilot and Escort for the visit of the Special Judge to Punjab.
The Registry is directed to send a copy of this note to the Registrar General of the Delhi High Court who shall place the same before the Chief Justice/Judge In-charge (Protocol) so that they may become aware of the misuse of the position by an officer of the Superior Judicial Service.
Shri Ajay Bansal, learned Additional Advocate General for the State of Punjab, who is present in the Court, says that at least this time no heed will be paid to the request sent by the learned Additional District and Sessions Judge.
For consideration of the issue relating to providing security to various persons, the matter is adjourned to 26.09.2013.
