It is submitted that the Special Leave Petition above-mentioned was listed before the Court of Ld. Registrar on 18.08.2015, when the court was pleased to pass the following Order:

"Petitioner has not filed the proof of service of pleadings on the served respondents. The Ld. Counsel has denied to receive any pleadings. Petitioner is directed to provide the same within two weeks. Counter affidavit of these respondents i.e., respondent Nos.1, 2, 4 to 12, 14 to 17, 21, 22 and 24 be filed within four weeks thereafter.

It is mentioned by the Ld. Counsel for the respondents that an information has been received from the erstwhile counsel for the petitioner that he is no more on the panel of the petitioner – State of Uttarakhand. Registry to verify and to report accordingly.

Service of respondent Nos.13, 19 and 20 is complete but none has entered appearance. Respondent Nos.3, 18, 23 and 25 are yet to be served. The Ld. Counsel for the petitioner to take fresh steps to effect service. List again on 2.11.2015."

It is submitted that counsel for the petitioner neither taken fresh steps to effect the service on unserved respondents nor filed proof of service of pleadings so far.

It is further submitted that counsel for the served respondents has not filed counter affidavit so far.

It is lastly submitted that the petitioner in the matter above-mentioned is State of Uttarakhand and the SLP is filed by J.K. Bhatia, Advocate. He is one of the standing counsel for the State of Uttarakhand.

Service of notice is not complete on respondent Nos. 3, 18, 23 & 25.

The matter above mentioned is listed before the Court of Ld. Registrar with this office report.
