The States of Manipur, West Bengal, Goa, Nagaland, Arunachal Pradesh, Mizoram, Sikkim, Ladakh Puducherry, Meghalaya are already represented through their respective counsel.

On behalf of Manipur, Goa, Nagaland, Arunachal Pradesh, Sikkim, West Bengal, Mizoram vakalatnama and counter affidavits have already been filed.

Learned counsel appearing for the State of Meghalaya and Union Territory of Puducherry pray for and are allowed three weeks' time to file counter affidavits.

Despite service of notice, no one has put in appearance on behalf of Kerala, Punjab, Telangana, Andaman and Nicobar, Jammu and Kashmir, as such notices may be issued to the Chief Secretaries of the said States/Union Territories, returnable on 10th December, 2024. By the next date, the said States/Union Territories may file their counter affidavits with an explanation as to why no appearance has been put in so far, despite service of notice thereby causing unnecessary delay in the proceedings.
