We have heard the learned Amicus Curiae and also Shri Prashant Bhushan learned counsel for the writ petitioners.
Of the various I.As. filed the present I.As. which relate to determination of the parameters for auctioning the 15 "Category-C" mines (first phase), in our considered view, needs to be attended at the outset. We have therefore separated the present I.As. and have taken up the same for consideration.
In the course of the arguments, it has been brought to our notice that Review Petitions have been filed seeking review of the different directions issued by this Court in its main order dated 18th April, 2013. We are also informed by the officials of the Registry present in the Court that
at present 46 Review Petitions have been filed and they have been ordered to be heard in open Court in the last week of April, 2015. As the Review Petitions have to be heard and disposed of before finalizing the detailed
Page No.3 of 5 parameters on which auction is to be held for the 'Category-C' mines, we direct the Office to list all the Review Petitions before us on 21st April, 2015.
Shri Raju Ramachandran, learned Senior Counsel appearing for the State of Karnataka, who has also been heard, shall inform the Court on or before 10 th April, 2015 the mineral reserve position in such of the mining leases (apart from those where the process has already been completed) which have been identified for auction in the first phase. We make it clear that in view of the necessity of completing the auction process as early as possible the State of Karnataka would make all endeavour to place before the Court the requisite material i.e. with regard to mineral reserve position in the remaining mining leases identified for auction in the first phase on or before the said date.
Once the aforesaid material/information is laid before the Court and the Review Petitions are considered, the I.As. with regard to acceptance/rejection of the recommendations of the CEC dated 28th January, 2015 will be considered on the next date fixed.
