Despite the opportunities afforded, steps for service on unserved respondents were not taken within time.

Learned counsel at this stage states that now steps have been taken on 30.05.2023, though belatedly.

The delay in filing spare copies is condoned but subject to payment of costs of Rs.10,000/- to be deposited in the Himachal Pradesh Chief Ministers' Relief Fund. Registry to ensure that copy of this order is electronically transmitted to the office of
