UPON hearing the counsel the Court made the following
O R D E R
On the issue of financial upgradation under the ACP scheme in the CRPF, it is submitted by Ms. V. Mohana, learned senior counsel for the respondents that the matter stands covered by the judgment of the Delhi High Court in Surjeet Singh & Ors. v. Union of India & Anr., 2018:DHC:7705-DB (neutral citation). This High Court judgment was not challenged by the Union of India and thereby it attained finality. In the counter affidavit, the Office Memorandum dated 27.08.2012 of the Ministry of Home Affairs which speaks of the process of granting first ACP to the Head Constable and the second ACP to the Constable. This circular is made applicable to all the Central Armed Forces including the CRPF.
To receive instructions on the above projection from the respondents side, the learned ASG Mr. Vikramjeet Banerjee, appearing for the petitioners prays for and is granted four weeks time.
