Service is complete in respect of respondent nos. 11,18,20,25,40 and 43 but no one has put in appearance.

In respect of respondent no.28 counter affidavit has not been filed though vakalatnama/memo of appearance is already on record. In respect of all the unserved respondents, affidavit with proof of dasti service has not been filed. However, the Ld. Counsel for the petitioner is at liberty to take fresh steps in respect of all the unserved respondents to give effect to service upon them in the normal course as well within four weeks.
