Having heard learned Senior Counsel for the parties and considering the fact that the present proceeding involves only 19 personnel, who have been employed since 2019, we are not inclined to exercise our discretion under Article 136 of the Constitution of India in this matter.

The Special Leave Petition is, accordingly, dismissed.

The question of law, however, is kept open.
