Service is complete upon Proposed respondent Nos. 28(1), 28(3) and 28(4), but no one has entered appearance on their behalf.

Notice could not be served to Respondent No. 28(2) and same received back "undelivered". Hence, Ld. counsel for the petitioner shall file the fresh particulars of the above respondent and he shall also take fresh steps for the service of notice to him within a period of two weeks.

However, today Mrs. Satwinder Kaur, Ld. Counsel on behalf of Mr. K. V. Mohan, Ld. Advocate-on-Record appears on behalf all the Lrs. of Respondent No. 28 and intends to file vakalatnama and counter Affidavit. She may file the same within a period of four weeks.
