Heard learned counsel for the petitioner.

There is delay of 1055 days in preferring the special leave petition. Regard being had to the enormous delay in filing the special leave petition, we are not inclined to condone the same and, accordingly, the application for condonation of delay and as a natural corollary, the special leave petition stand dismissed.
