Ld. Counsel for respondent Nos. 1 to 3 have failed to file counter affidavit despite last chance. Further opportunity to file the counter affidavit is declined.

Petitioner has failed to file fresh particulars and to take fresh steps to effect service on respondent Nos. 4 to 6 and 23 to 26, though last chance was granted.

Service of notice is complete on remaining respondents but no one has entered appearance on their behalf.

Mr. Rishi Malhotra, AOR, has been designated as Senior Advocate.

Issue notice for alternative arrangement.
