Learned counsel for the petitioner inter alia contends that the writ petitioners have not completed clinical practical in Phase-III (continuation of study of clinical subjects), therefore, they are not entitled to provisional registration with the Medical Council.

Issue notice.

In the meantime, there shall be stay of the operation of the impugned order.
