UPON hearing the counsel the Court made the following O R D E R

Issue notice both on the application for condonation of delay as well as on the Special Leave Petition.

Chief Secretary to the State of Karnataka is hereby directed to file an affidavit explaining as to whether any action has been taken against any of the official concerned for their lackadaisical conduct of the litigation before the trial court and thereafter before the High Court and in filing the special leave Petition with huge delay before this Court as well. The affidavit shall be filed within six weeks from today.
