There are statedly about 3500 Engineers whose seniority is likely to be affected by the final outcome of the writ

proceedings pending in two different high courts, hence it appears difficult to implead and serve all of them in these transfer petitions which are not meant to decide the lis on merits. It is, thus, directed that let the Government of Andhra Pradesh issue an official Circular/Memorandum through email, informing all the officers who are likely to be affected, regarding pendency of the present transfer petitions, and if any officer has any grievance against the prayer for transfer of pending writ petitions, he/she may join these proceedings. Let the above-stated Circular/Memorandum be issued within two weeks.

Till the service/pleadings are complete, the High Court of Telangana is directed to keep the contempt proceedings initiated against the officers of State of Andhra Pradesh in abeyance.

Mr. Ravi Kumar Sadineni, learned counsel, who is on caveat on behalf of Respondent No.1 in T.P.(C) No.83/2021 and respondent Nos.1 to 4 in TP(C)No.85 of 2021 accepts notice on their behalf. Service qua these respondents is complete.
