The matters above mentioned were listed before Hon'ble Court on 02.05.2014, when the Court was pleased to pass the following order:-
"SLP(C) No.20960/2013
Ld.counsel for the petitioners and the respondent No.1 are present.
Ld.counsel for the respondent No.1 seeks and is given six weeks time as last chance for filing the counter affidavit. The other served respondents shall also be at liberty to file the counter affidavit within the period stipulated above, in case they intend to do so.
What gets revealed from the perusal of the office report is that the Ld.counsel for the petitioner has filed the application for transposition of respondent Nos. 8 & 9 as petitioner Nos. 44 and 45, but he has not served the copy thereof on other side. Ld. Counsel is directed to do the needful within a period of two weeks.

It is submitted that there are 19 respondents. Counsel for respondent No. 1 has not filed counter affidavit so far. Service of notice is complete on 3, 5, 6, 10, 11, 13, 16 and 18 but no one has entered appearance so far. Respondent Nos.
2, 3, 4, 11, 12, 13, 14, 16, 17, 18 and 19 have sent separate affidavit by party expressing their inability to engage advocate for financial reasons being senior citizens. Counsel for the petitioner has not taken any steps for fresh service upon respondent No. 7 so far. Application for transposition of respondent No. 8 and 9 as petitioner 44 and 45 filed by counsel for the petitioner has been registered and noted in Chamber Pool Matter.
Service is not complete on respondent No. 7.
