We do not find any good ground and reason to interfere with the impugned judgment dated 09.03.2007, which has been challenged after delay of 5688 days. Accordingly, the application for condonation of delay as well as the present special leave petition are dismissed. At this stage, it is pointed out that the petitioner has

suffered incarceration for more than 19 years i.e., since 23.09.2003. Notwithstanding the dismissal of the present special leave petition, the petitioner may file an application/ representation for remission/premature release. In case any such application/representation is filed/made, the same will be considered and decided by the authorities concerned in accordance with law and preferably within a period of four months from the date of receipt of such application/representation. In case the application/representation is rejected, the petitioner will be entitled to challenge the same in accordance with law.

Pending application(s), if any, shall stand disposed of.
