It is further submitted that counsel for the petitioner has not filed fresh addresses of respondent Nos. 28, 31 & 43 and also not filed spare copies for the issuance of fresh notice to all the unserved respondent so far.

It is submitted that Mr. Sanjay Kumar Visen, Advocate for respondent nos. 1 to 3 has on 22.01.2016 filed Counter Affidavit on their behalf.
It is further submitted that counsel for the petitioner has neither taken fresh steps to effect service on unserved respondents nor filed fresh particulars of respondent nos. 12, 13, 16, 18, 19, 31, 38 and 40. He has also not taken steps in accordance with Govt. O.M. No. 12(77)/10Judl. Dated 18.08.2011 with respect to respondent no.43.
Service of show cause notice is complete on respondent nos. 5, 69, 12, 13, 1520, 22, 2428, 31, 32, 34, 3641, 43, 46.
