2.The learned counsel for the petitioner submitted that the petitioner was an under graduate in Applied Chemistry and working as a Sanitary Inspector in Valasaravakkam Municipality. As per the proceedings of the first respondent in R.No.20400/PFA/2008/S2, dated 15.02.2011, the petitioner was directed to attend the Training in Food Inspection and Sampling Work at Food Analysis Laboratory, Guindy, Chennai. However, in the mid of the training, the first respondent passed an impugned order in R.No.20400/PFA/S2/2008, dated 23.04.2011, cancelling the training of the petitioner by stating that he was not eligible for the said training, since he was holding a Bachelor Degree in Applied Chemistry. Subsequently, in view of the interim stay granted by this Court, the petitioner was allowed to continue the training and the Office of the Government Analyst issued a proceedings in R.No.4499/G2/2010 dated 17.05.2011 stating that the petitioner has completed his three months of training from 17.02.2011 to 17.05.2011. However, the first respondent has failed to issue a Training Certificate to the petitioner after his completion of three months Training.

3. The matter came up for hearing before this Court on three occasions and the time was granted at the request of the learned Government Advocate for issuing a Training Certificate to the petitioner. However, no steps were taken till date.

4. Mr.V.Ramesh, learned Government Advocate appearing for the respondents again sought time for issuing a Training Certificate to the petitioner.

5. In view of the above, the first respondent/The Director of Public Health and Preventive of Medicine is directed to issue the Training Certificate to the petitioner on or before 04.08.2022, failing which, the first respondent is directed to appear in person before this Court on 05.08.2022 and to explain why the Training Certificate was not issued to the petitioner.

6. List the case on 05.08.2022 under the caption "For Orders".
