Considering the requirement of Rule 138(4)(F) of the Central Motor Vehicle Rules, 1989 and the reliefs as sought, it would be necessary for the petitioners to implead the manufacturers of two wheelers as respondents in the public interest litigation.

In the reply filed on behalf of the respondent nos.4 to 19, such manufacturers having dealership in the city of Nagpur have been mentioned. The petitioners shall implead aforesaid manufacturers whose details are mentioned at pages 774 and 775 of the proceedings. After impleadment, issue notice to the newly added respondents, returnable in four weeks. In addition, service by email is permitted.

The petitioners are free to file additional affidavit in the meanwhile. Initially it is open for the petitioners to supply copies of the public interest litigation without annexures to the said respondents. However, copies of the annexures shall be supplied on appearance of the respondents before this Court.
