Heard Mr. P.D. Nair, learned counsel for the petitioners alongwith Ms. Zairemsangpuii, learned CGC for respondent Nos. 2, 4, 8, 11 and 16.

Ms. Zairemsangpuii, learned CGC has prayed for more time for submission of their show cause reply stating that she has yet to receive instructions from the Union of India.
