Final arguments partly heard but are deferred as learned counsel for respondents need some time to examine the issue. Broadly speaking, the learned Rent Controller initially passed an order declining the application for leave to contest but subsequently in review exercise, he reversed the decision, granting leave to contest. The issue today discussed is as to whether in the exercise of review jurisdiction, the court can delve deep into the merits of the case instead of confining itself to the alleged error on the face of record.
