Considering the submissions made by the learned counsel for the petitioner and on perusal of the record, as observed by this Court in W.No.13100 of 2015, solely on enquiry has been conducted by the respondents before passing the impugned order, the orders of the 3fd respondent dated 04.03.2020 is set aside. the ground that no
