WHEREAS the Petitioner above named through his Advocate Sri P DURGA PRASAD presented this Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue a Writ, order or direction more particularly one in the nature of Writ of Mandamus declaring the action of the Respondents herein in not releasing the admitted bill amount of Rs.9,96,204/- vide CFMS No.2011753 (2019-286301), and Rs.9,16,653/vide CFMS.No.2011847 (2019-285721), despite successful completion of the works executed by the petitioner in terms of different Agreements under Neeru Chettu Programme even after finalizing the bills and the same were generated in Comprehensive Financial Management System (CFMS), in spite of repeated requests is illegal, arbitrary, unreasonable and violative of Articles 14, 16 and 21 of Constitution of India and consequently direct the respondents herein forthwith to release and pay the aforesaid amounts along with interest @24percent p.a.

AND WHEREAS the High Court upon perusing the petition and affidavit filed herein and upon hearing the arguments of Sri P DURGA PRASAD Advocate for the Petitioner and GP for Irrigation for Respondent Nos.1, 3 to 5 and GP for Finance for Respondent Nos.6 & 7 and GP for Revenue for Respondent No.2, directed issue of notice to the Respondents herein to show cause as to why this WRIT PETITION should not be admitted. You viz:
