Petition under Article 226 of the Constitution of India pleased to issue a Writ, order or direction, more particularly one in the nature of Writ of Mandamus to direct the respondent authorities to take the responsibility of the mentally ill patients wandering on the streets within the jurisdiction of the concerned police stations in accordance with the Mental Healthcare Act 2017 since the homeless mentally ill persons needs to be admitted in the hospitals for their better treatment as guaranteed under Article 21 of the Constitution of India.

The petition coming on for hearing, upon perusing the Petition and the affidavit filed in support thereof and upon hearing the arguments of Sri G. Rama Gopal, Amicus Sri Kasa Jagan Mohan Reddy, Special Government Pleader for Respondent Nos.1 to 6 and of Sri N. Harinath, Asst. Solicitor General for Respondent Nos.7 & 8, the Court made the following

After hearing Mr. G. Rama Gopal, learned Amicus Curiae, and Mr. Kasa Jagan Mohan Reddy, learned Special Government Pleader appearing for the respondents, we deem it appropriate to implead - Union of India, represented by its Secretary, Ministry of Health & Family Welfare, Government of India, Nirman Bhavan, New Delhi-110 011, Secretary, Law & Justice, 4th Floor, A-Wing, Room No.422, Shastri Bhavan, New Delhi-110 001, and Andhra Pradesh State Mental
