Petition under Article 226 of the Constitution of India is filed praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue a writ, order or direction more particularly in the nature of a Writ of Mandamus and/or any other appropriate Writ(s) declaring the action of the Respondents in nut following The Regulatory Guidelines For Hostels of Educational Institutions for Children, 2018, Rules of Procedures for Regulating Stand-Alone Hostels For Children, 2019 and not providing the mandatory infrastructure facilities in the hostels maintained by the State Government as illegal, arbitrary, high handed and violative of Fundamental Rights guaranteed to the children under Article 21 of the Constitution of India and consequently to direct the Respondents to provide the basic infrastructural facilities as mandated under The Regulatory Guidelines For Hostels of Educational Institutions for Children, 2018, Rules of Procedures for Regulating Stand-Alone Hostels For Children, 2019.

Petition under Section 151 of CPC is filed praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to direct the Respondents to submit a detailed report of compliance of the hostels as on date that are maintained by the State Government in pursuance to Regulatory Guidelines for Hostels of Educational Institutions for Children, 2018, Rules of Procedures for Regulating Stand-Alone Hostels For Children, 2019, before this Hon'ble Court to issue necessary directions, Pending disposal of WP(PIL) 47 of 2023, on the file of the High Court.
The petition coming on for hearing, upon perusing the Petition and the affidavit filed in support thereof and the earlier orders of the High Court dated 08.01.2025 & 29.01.2025 made herein and upon hearing the arguments of SRI ARUN SHOWRI G Advocate for the Petitioner and of GP FOR SCHOOL EDUCATION for the Respondents 1 & 4 and of GP FOR SOCIAL WELFARE
for the Respondent Nos.2 & 5 and of GP for BC Welfare for Respondent Nos. 3 and 6, the Court made the following
ORDER:
"Smt S. Pranathi, learned Special Government Pleader for the State, seeks some more time to file the affidavit in terms of the previous order, dated 08.01.2025, as she states that the information has to be collected from a number of departments which are involved.
We also direct the Member Secretary, A.P. State Legal Services Authority to explain as to why the report, which we had sought from the District Legal Services Authorities from all the districts, has not been submitted till date even though the order passed by us is stated to have been communicated to this office.
Needful be done in four (4) weeks. List on 19.03.2025."
